I will tune my snare heads usually either high or medium tension (depending on the snare size, shell, etc). As for the snare wires, once my heads are tuned, I will lightly tap the top head with my finger until the snare wires are just enough to where the drum itself isn't overpowering the wires. I found this works best on all snare drums I have and it gives a nice balance of the drum and the wires

Jason rullo is much more technical and skilled than portnoy

So much musicality in the beats. Danny Carry plays crazy rhythms also but I don't think they are as musical as Portnoy's are. He is a great drum composer similar to Peart. Like you can just listen to his drums as a song without any other instrument and sing a long.
